The Virginia Department of Social Services believes that in order to ensure the safety, permanency and wellbeing of children in the Commonwealth, the existing technological tools used by family service workers at local departments of social services and other involved stakeholders must be replaced. Nothing short of a complete overhaul is warranted due to the limiting capabilities of the current system architecture and new regulatory changes in the federal government that add Comprehensive Child Welfare Information System (CCWIS) requirements.
In achieving this solution, the Department is committed to providing staff with the tools needed to provide effective child welfare services thereby accelerating service delivery and improving outcomes. Consequently, the desired system's primary goal is to provide a fully functional integrated child welfare CCWIS-compliant application that is web-based, conforms to Commonwealth of Virginia (COV) and VDSS enterprise architecture and effectively aligns with the Virginia local and state child welfare program practice requirements. Requirements that are all intended to enhance the safety, wellbeing, and permanence of at-risk children.
