The Division of Licensing Programs protects children and vulnerable adults in day and residential care settings. It operates from Home Office in Richmond, Virginia and eight licensing offices statewide.

Within the Division of Licensing Programs are the following Units:

  • Management and Support
  • Child-Welfare Licensing

The Division of Licensing Programs regulates the following children's programs:

  • Certified preschools
  • Licensed child day centers
  • Licensed family day homes
  • Licensed family day systems
  • Voluntarily registered family day homes
  • Religious exempt child day centers
  • Licensed Independent foster homes
  • Licensed child placing agencies
  • Licensed children's residential facilities

The Division of Licensing Programs regulates the following adult care programs:

  • Adult day care centers
  • Assisted Living Facilities (ALF)
