SMR manages and facilitates all aspects of the strategic planning process, planning best practices and performance measurement within the Department and the entire Virginia Social Services System. In conjunction with Division of Public Affairs, SMR also works to develop and implement an effective communication and marketing plan.

SMR is comprised of four functional units:

  • Enterprise Change Management Office (ECMO)
  • Office of Emergency Planning and Community Response (OEPCR)
  • Office of Research (OR)
  • Strategic Planning (SP)
