Technical Assistance:
Substantive changes to the subsidy child care regulations discussed. Suggestions made for additional information to the emergency policy for procedures for the continuity of operations to ensure that essential functions are maintained during an emergency. Written attendance for all children in care must be maintained - to include grandchildren. On-line CPR certification does not meet the requirements of the subsidy vendor agreement.

Comments:
An unannounced subsidy health and safety inspection was conducted on 03/28/2019 from 11:45am - 12:45pm. A renewal inspection was also conducted as this home is a licensed family day home. At the time of entrance there were ten children in care with two caregivers. The ages of the children counted for a total of 24 points. Children were observed playing games, singing songs and watching an educational video in the child care room. Records were reviewed for nine children, one household member and three caregivers.

Description: Based on record review and interview, the vendor failed to ensure that caregivers maintain current certification in CPR appropriate to the age of the children in care. The training shall include an in-person competency demonstration. Evidence: 1. Caregiver 1 obtained CPR certification from an on-line course on 02/02/2019. a. The CPR certification that meets subsidy requirements expired on 02/25/2019.

Plan of Correction: The provider stated that she attempted to obtain CPR certification with an in-person skills testing class however, none was available prior to expiration of CPR in February 2019. The provider further stated that she thought that the on-line class would satisfy the requirement of the vendor agreement. The provider will look for an in-person CPR class within the next 30 to 45 days.
