Richmond - The Virginia Department of Social Services (VDSS) has received a Governor's Technology Award for innovative use of information technology and technological enhancements in the delivery of services to Virginia's citizens.

VDSS received a Silver award for its Division of Licensing Programs Help and Information Network (DOLPHIN) project. DOLPHIN is a fully integrated information system that enables licensing inspectors to download and upload data directly into the database while performing on-site inspections.

"VDSS is particularly honored to receive this award," said Virginia Department of Social Services Commissioner, Maurice A. Jones.

"The Governor's Technology Award is a positive and encouraging signal for us at VDSS. We think that innovative programs such as DOLPHIN enhance the services we provide to Virginia's citizens. Winning this award encourages us to continue to employ technological strategies to pursue our aspiration to provide high -quality programs and services throughout the Commonwealth," Jones said.

DOLPHIN represents the new direction for technology in state agencies. Instead of embarking on a two-year project to custom develop an information system, VDSS used an off-the-shelf solution and paired it with a mobile technology. The system manages a regulatory workload of nearly 7,000 facilities that care for children and vulnerable adults.

The award was presented on behalf of Governor Mark R. Warner by Secretary of Technology George C. Newstrom and Virginia Technology Alliance President Paula Gulak at the Commonwealth of Virginia's Information Technology Symposium (COVITS) at the Hotel Roanoke Conference Center on Monday.

"I am delighted to recognize the 2003 winners of the Governor's Technology Awards,” said Secretary Newstrom. “These award winners come from all parts of the Commonwealth and are truly representative of what Virginia has to offer as a leader in the global digital economy."
