The Virginia Department of Social Services (VDSS) Division of Licensing Programs (DOLP) is responsible for the licensure of both assisted living facilities (ALFs) and adult day care centers (ADCCs). ALFs provide care in residential settings, while ADCCs provide less-than-24-hour care to persons who reside elsewhere.

DOLP offers pre-application orientation at all offices located in the field for prospective license applicants to become informed about the application process, licensing regulations, and approvals required by other state agencies. Contact the appropriate DOLP licensing office to register for this orientation and for information about applying for licensure.

Applicants who have not previously owned or managed an ALF or ADCC must undergo health and safety regulatory training, in addition to resident’s rights for potential ALF licensees. Training is required prior to issuance of a license. Contact the appropriate DOLP licensing office to register for pre-licensure training.
