Standard #: 22VAC40-73-740-A Complaint related: Yes Description: Based on interview and observation the facility failed to permit resident to retain and use his personal clothing and possessions as space permits unless to do so would infringe upon rights of other residents. Evidence: On 7/3/2018 and 7/31/2018, licensing inspector interviewed staff #1 who initially was not aware but later confirmed that staff #2 threw out some of the residents? clothing and other personal items. Resident #2 informed licensing inspector that he witnessed staff #2 throwing Resident #1 and Resident #3?s personal belongs into the dumpster without their knowledge. Documentation in nurses? notes, dated 4/28/2018, revealed that resident #1 ?went into the dumpster and removed several black bags and boxes.?? Resident #1 confirmed removing some clothing and personal items from the dumpster. Resident #1, #2 and #3 told licensing inspector some of the personal items were sentimental (as books, pictures and boxes of letters and important papers). All three residents stated that they gave no one the right to throw their personal possession in the dumpster. As roommates, they saw no reason why the facility refused to allow them to retain their personal belongings, as there were no space problems. There was no documentation of communication in the resident records, which indicated refusal of the retention of resident?s personal items. Plan of Correction: The facility owner and administrator updated personal items/missing items policy to ensure clear communication upon admission and thereafter about the client personal items being inventoried/documented and as stated in the agreement rules regarding the removal of excess clothing/personal items. The administrator will contact the resident and family seasonally to inform them of the limited space requirements available in wardrobe/night stand to retain residents' personal belongings.
