Comments:
An unannounced subsidy health and safety inspection (SHSI) was conducted on August 23, 2018 between the hours of approximately 10:35 a.m. and 3:05 p.m. The supplemental health and safety requirements were reviewed during this inspection. Twenty-seven (27) children were enrolled and twenty-five (25) children were in the care of seven staff members on this date. One additional staff member was present and assisted, as needed. Five children's records and five staff records were reviewed and/or updated. One child's medication, two children's topical ointments and accompanying authorization forms were reviewed. Program observation was completed. Activities observed on this date included: outdoor play; indoor play with classroom materials/toys; stories; diapering, restroom and handwashing procedures; lunch; infant care (feeding, napping and play); naptime and pick-up/departure of children. A licensing inspection was conducted on the same date as the SHSI supplemental inspection; the two inspections combined covered all of the subsidy health and safety requirements. Only subsidy requirements that were not covered in the licensing standards were reviewed during this supplemental inspection. Violations of the supplemental subsidy health and safety requirements were noted on the accompanying violation notice.

Violations:
Standard #: VENDSUB-000-012-E-1
Description: Based on review of five staff records and discussion with staff on August 23, 2018, the program failed to ensure one staff member was trained in cardiopulmonary resuscitation (CPR) within 30 days of employment. Evidence: 1. Review of staff #6's record, on this date, determined that CPR certification was not obtained within 30 days of employment (date of CPR - 8/01/2018 and employment date - 8/14/2017). 2. Staff #1 confirmed the date of CPR certification and the date of employment.

Plan of Correction: In the future, a continued effort will be made to obtain CPR for staff members within 30 days of employment.

Standard #: VENDSUB-000-012-E-2
Description: Based on review of five staff records and discussion with staff on August 23, 2018, the program failed to ensure one staff member was trained in first aid within 30 days of employment. Evidence: 1. Review of staff #6's record, on this date, determined that first aid certification was not obtained within 30 days of employment (date of first aid - 8/01/2018 and employment date - 8/14/2017). 2. Staff #1 confirmed the date of first aid certification and the date of employment.

Plan of Correction: In the future, an effort will continue to be made to obtain first aid training for staff members within 30 days of employment.
