A Subsidy Health and Safety Inspection was conducted on Thursday, December 27, 2018 to determine the center's compliance with licensing standards. The inspector arrived at 10:30 am and concluded the inspection at 3:15 pm. The census for today?s inspection consisted of 78 children. Upon the inspector's arrival, children were engaged in various activities. The K-Prep children were observed cleaning up their centers and preparing to go out to the playground. The K-Prep children were later observed playing outside and interacting with peers and staff. Children in the Toddler classroom were observed taking bathroom breaks and eating lunch. Infants were observed having lunch and interacting with staff. Staff interacted with children in a positive manner. School age children were playing in centers. The playground area was inspected. The classrooms are decorated with the children's artwork and are equipped with age and stage appropriate materials. The center had the following posted: license, daily schedule, emergency numbers, evacuation maps, menu and various parent information. The center's first aid kit and non-emergency supplies were inspected and found complete. Seven children's records and five staff records were reviewed during today's inspection. Emergency medications and authorizations were reviewed. Health Inspection: 07/13/2018 Fire Inspection: 12/07/2018 The last documented evacuation drill was held on 11/30/2018. A shelter-in-place drill was documented on 09/17/2018. A second shelter-in-place drill will need to be completed before the end of the year as two shelter-in-place drills are required annually. A lockdown drill will need to be completed before the end of the year. The monthly menu was posted and today's lunch consisted of: milk, veggie patty, mixed veggies, apple slices, and whole grain hamburger bun. A licensing inspection was also conducted this date; the two inspections combined over all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. Standard #: 22VAC40-665-520-B-11 Description: Based on a review of documentation on 12/27/2018, the center did not maintain a written allergy care plan for two children with a diagnosed food allergy, to include instructions from a physician regarding the food to which the child is allergic and steps to be taken in the event of a suspected or confirmed allergic reaction. EVIDENCE: 1) The medication authorization form for Child #8 indicates a diagnosed food allergy, but the record does not contain a written allergy care plan. 2) The medication authorization form for Child #9 indicates a diagnosed food allergy, but the record does not contain a written allergy care plan. 3) During interview, a member of management confirmed the record for Child #8 and Child #9 do not contain written allergy care plans. Plan of Correction: Per the Center: I will give the form to my parent to take to the doctor for an allergy action plan to have on file.
Standard #: 22VAC40-665-780-A-3 Description: Based on the inspection of administrative records on 12/27/2018, the center did not ensure lockdown procedures shall be practiced at least annually. EVIDENCE: 1) During the inspection of recorded practiced emergency drills, it was discovered that a lockdown drill was not conducted for the year 2017. Subsidy, health, and safety requirements stipulates that lockdown procedures shall be practiced at least annually. Plan of Correction: Per the Center: I will have a lockdown drill panned for 2019 and practice them annually going forward.
