A Subsidy Health and Safety inspection was conducted on 1/16/19 to review supplemental health and safety requirements. An unannounced renewal inspection was completed on 1/16/19. There were 11 children present with three staff supervising. Five children's records and three staff records were reviewed. Three emergency/as needed medications were reviewed for one child in care. The inspector arrived at the school at 3:15 pm and departed at 6:00 pm. The children were observed immediately after arrival, during homework time, during outside time, during snack, during movie time, during free table toy time, and during departures. A licensing inspection was also conducted this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. Violations were found during the supplemental subsidy health and safety inspection requirements and are identified on the violation notice.
Standard #: 22VAC40-665-650-E Description: Based on interviews, the center failed to ensure that written policy and procedures were developed that describes how the vendor will ensure that each group of children receives care by consistent staff or team of staff members. Evidence: 1. The program coordinator was asked for the written policy/procedures for care by consistent staff. The program coordinator stated that the procedures had not been developed and were not in writing. 2. A memo dated 10/16/18 was emailed to all subsidy vendors and was also reviewed in person with the program coordinator in November 2018 to review the necessity of having these procedures for the next inspection. Plan of Correction: The program coordinator stated that the program director for child care will complete the written procedures.
Standard #: 22VAC40-665-770-B-5 Description: Based on interviews, the center failed to ensure that there were procedures for continuity of operations to ensure that essential functions are maintained during an emergency. Evidence: 1. The program coordinator was asked about the procedures required for continuity of operations during emergencies. The program coordinator stated that these procedures had not been completed. 2. A memo dated 10/16/18 was emailed to all subsidy vendors and was also reviewed in person with the program coordinator in November 2018 to review the necessity of having these procedures for the next inspection. Plan of Correction: The program coordinator stated that the program director for child care will complete the written procedures.
