- Technical Assistance:
The following TA is provided:...an exception to the standard (280.B.) that all cleaning supplies and hazardous materials must be locked when not in use. An example of adherence to 280.B is when a table used for meals is being cleaned and the cleaning items are taken out of the locked area, used, and then returned to the locked area once the table is clean. This exception was created specifically to address issues when a similar procedure was applied to diapering. Because of the exception, there are times when cleaning supplies used in diapering do not have to be locked away when not in use. If there are only infants in the room and diapering occurs many times throughout the day and the cleaning supplies are out of the reach of children, then the facility is in compliance. If toddlers are present, then their ability to access the cleaning supplies must be taken into consideration when determining compliance. If diapering only occurs during certain designated time frames (e.g., 10:00 to 10:15), then the cleaning supplies should only be unlocked during those same time frames and locked away all other times.
An unannounced renewal inspection was conducted on Thursday, January 31, 2019 from approximately 2:00pm to 4:15pm to determine the center's compliance with licensing standards. The center's director assisted the inspector throughout the inspection. The census for today's inspection consisted of 46 child in care. Upon the inspector's arrival, the preschool children were observed in their respective classrooms napping. Later, the children in the 2's class were observed eating snack and washing their hands. The children in the older 2's/3's class were observed playing with toy animals on the carpet. The children in the 3's/4's class were observed during a puzzle activity. The children in the 4's class were observed during a teacher-led activity with numbers and coloring. The children in the 4's/5's class were observed playing in centers. While the inspector was on site, some of the school age children arrived and were observed in different centers. Staff were observed having positive interactions with the children. The classrooms are decorated with the children's artwork and are equipped with age and stage appropriate materials. The center had the following posted: license, daily schedule, emergency numbers, evacuation maps, menu, and various parent information. There were five children's records and five staff's records reviewed during this inspection. The center's bus was inspected and found to be in compliance. Emergency medications and authorizations were reviewed. There are MAT certified staff on site at the center and various staff with Daily Health Observation training.

The last documented evacuation drill was held on 01/15/2019. Two shelter-in-place drills were documented on 02/12/2018 and 09/17/2018.

Standard #: 22VAC40-185-280-B Description: Based on observation at the center on 01/31/2019, the center did not ensure to keep hazardous substances such as cleaning materials in a locked place using a safe locking method that prevents access by children. Evidence: 1) In Room #1, the licensing inspector observed cans of disinfectant spray and cleaning supplies in the closet next to the changing table. The closet was not locked at the time of the inspection. 2) In Room #2, the licensing inspector observed a can of disinfectant spray on a shelf in the bathroom used by the children. 3) In Room #5, the licensing inspector observed cans of disinfectant spray in a closet. The closet was not locked at the time of the inspection. 4) In Room #6, the licensing inspector observed cans of disinfectant spray and cleaning supplies in a closet. The closet was not locked at the time of the inspection. 5) In Room #7, the licensing inspector observed cans of disinfectant spray and a bottle of bleach water solution in a closet. The closet was not locked at the time of the inspection and did not prevent access by the children in care. Plan of Correction: Per the Center: Replaced all locks with eye hook locks, talked with all staff about safety with cleaning supplies.
