Comments:
An unannounced inspection was conducted today, August 19, 2019 in response to a complaint received by The Department of Social Services, Licensing on July 24, 2019 concerning staff to children ratios. The inspection was initiated at 1:30pm and concluded at 2:00pm. Staff interviews were conducted, observations were made and documentation reviewed. Based on the information gathered during the investigation, the preponderance of the evidence does not supports the allegation; therefore, the complaint is determined to be not valid. Though not a part of the original complaint, there were additional violations found during the inspection. * See the violation notice for more details. Today's Census: Infants: Two infants with one staff. Toddler/two's: Nine children with one staff during nap. An additional staff was present after nap. Pre-school: Ten children with one staff. School age: nine children with one staff. If you have questions regarding this inspection, please contact the inspector at 804-662-9758.

Violations:
Standard #: 22VAC40-185-340-D
Complaint related: No
Description: Based on review of staff files, documentation review and staff interviews, the center did not ensure at least one staff member who meets the qualifications of program leader or program director is regularly present in each grouping of children. Evidence: 1. Staff #1 and staff #2 were observed supervising nine toddler/two year old children during the inspection. 2. The program director stated she thought that because staff #3 was a lead qualified teacher and was in the classroom shared with the infants and toddlers but divided by a half wall partition, that Staff #3 was still considered to be supervising the toddler/twos along with the infants. 3. The record for Staff #1 and staff #2 indicated neither meet program leader qualifications.

Plan of Correction: Per the Director/ owner: I will be the person in the toddler class to cover as program leader until I hire additional qualified staff or have current staff complete requirements to qualify them as program leaders.
