An unannounced inspection was conducted on 9/16/2019, based on a complaint received on 09/11/2019. An inspection of the facility, children and staff records was conducted. An interview with the Director was conducted 9/16/2019 and telephone interviews were conducted with previous staff members on 09/16/2019.
Based upon multiple interviews, the preponderance of evidence supports the allegation, and so the complaint is determined to be valid.

Standard #: 22VAC40-185-410-6 Complaint related: Yes Description: Based on multiple staff interviews, the center failed to ensure that staff were not making verbal remarks, which were demeaning to the children.
Evidence:
Staff member #1 routinely yelled and made demeaning remarks to the children. Staff member #1 was observed and overheard speaking inappropriately to children. Screaming that "we speak English here," to a visibly upset child. Staff members #2, #4, #7 and #8 reported this behavior to Staff member #3.Plan of Correction: Not available online.
