Comments:
An unannounced complaint investigation was initiated on 9/18/19 and was concluded on 10/24/19 in response to a complaint received by the licensing office on 9/18/19 regarding infant care. Interviews with staff and classroom observations were conducted relating to the allegations on 10/24/2019. The information gathered during the investigation supports the allegation, so the complaint is determined to be "valid". If you have any questions, contact the licensing inspector at (757)354-7307.

Description: Based on observation and interview it was determined the center did not ensure that when a child's clothing or diaper becomes wet or soiled, the child is cleaned and changed immediately.
Evidence:
In the infant room there were times written on the dry erase board by the names of the children in the room. Staff #6 stated that the times indicated the time each child's diaper was last changed. Staff #6 further explained that the time of last change is also written on the diaper of each of the child as it put on the child.
a. According to the dry erase board, the times written on the diapers, and observation:
- child #2's diaper was changed at 9:25 am and not again until 12:45 pm, at which time their diaper was wet.
- child #6's diaper was changed at 9:50 am and not again until 12:44, at which time their diaper was wet.
- child #7's diaper was changed at 8:43 am and not again until 1:01 pm, at which time their diaper was dry.
b. Staff #6 stated that they change the children after breakfast, before and after lunch, after nap, and before they leave for the day. Children were observed being fed lunch by staff #6. Inspector asked if the children were checked or changed before lunch, Staff #6 reported that the children were not checked or changed on the day of he inspection before lunch "because we are behind schedule".
