Comments:
An unannounced monitoring inspection was conducted today January 23, 2020 to determine the center's compliance with child day center licensing standards. The inspection was initiated at 10:30 am and concluded at 1:30 pm, Upon the inspectors arrival the infants and toddler class was combined with children reviewing letters/ words with magnetic pictures on the magnetic wall. Children also reviewed colors by matching colored pom-poms to a colored train cars. Pre-school children had circle time reviewing colors in Spanish and shapes. Later children had lunch. Today's lunch consisted of ham sandwich, wheat bread, pears, green beans and milk. Bathroom breaks and hand washing was conducted before and after meals. Cleaning and sanitation of tables was observed. Nap time was observed with soft music being played in the background. Staff interactions were positive. All classrooms, rest rooms, kitchen and hallway area were inspected. The classrooms are equipped with age and stage appropriate materials for literacy, art, fine and gross motor skills and creative play. The facility had the required information posted to include; license, last inspection notice, emergency numbers, attendance sheets, daily schedule, evacuation maps and various parent information. The first aide kit and non-medical emergency supplies were inspected and found complete for the building. The inspector interacted with staff and children in care.

Eight staff records were reviewed during today's inspection along with the records of six children.
Staff have current CPR, First aid training and daily Health observations.
Per the director, medications are currently not being administered.

Today's Census:
(Infant & Toddler):6 children with 2 staff.
(Pre-school): 11 children with 2 staff.
School age: not in attendance during the inspection.
The most recent emergency evacuation drill was conducted on 12/30/2019. The two required shelter-in-place drills for the 2019 year were completed on 04/19/2019 and 08/12/2019. A lock down drill was conducted on 03/05/2019.
The emergency preparedness plan is current.
Violations cited during the licensure period were checked for corrections. There were no repeat violations cited during today's inspection.

Violations:
Standard #: 22VAC40-185-240-C
Description: Based on review of staff records, the center did not ensure program directors and staff who work directly with children annually attend 16 hours of staff development activities that shall be related to child safety and development and the function of the center.

Evidence:

1. Staff #8 had documentation of 2 hours of training during the period of 08/03/2018 through 08/02/2019 when 16 hours was required.
2. Staff #8 confirmed she only had the 2 hours of annual training when 16 hours was required.

Plan of Correction: Per the director: I have scheduled training classes and will obtain the required hours.

Standard #: 22VAC40-185-280-B
Description: Based on observation, the center did not ensure all hazardous substances such as cleaning materials, were kept in a locked place using a safe locking method that prevents access by children.

Evidence:

The cabinet under the sink in the preschool classroom was not locked and contained multiple canisters and bottles of cleaning materials.

Plan of Correction: Corrected while the inspector was on site, the director adjusted the locking mechanism on the cabinet door to ensure they were locked. Per the director: Cabinets that contain cleaning supplies will be check to ensure they are locked.
