At no time shall any caregiver care for more than 16 points of children. A system shall be created and put into place to ensure that "drop in" children and/or part time children are not permitted to attend if the provider does not have an adequate amount of staffing. In the event of an emergency, the provider shall contact her back-up child care provider to come and assist with the child care duties. During this inspection, the provider and one assistant caregiver were caring for 8 children, totaling 25 points.
An unannounced complaint investigation regarding inadequate staffing was conducted today. The Inspector completed staff interviews and a review of applicable documentation today. After careful review of all available information, the preponderance of evidence indicates that this complaint shall be deemed valid. Ongoing compliance with the Minimum Standards is the responsibility of the licensee. This inspection was completed between approximately 12:45 pm and 1:45 pm. Standard #: 22VAC40-111-570-A Complaint related: Yes Description: Based on interviews and a review of documentation, it was determined that on Friday, February 13, 2015 the assistant caregiver was responsible for caring for more than 16 points of children. Evidence: On Friday, February 13, 2015 assistant caregiver #1 was the only caregiver present in the child care area for approximately 2 hours. She was directly responsible for the care of 7 children, totaling 21 points. The assistant caregiver was the only caregiver present in the child care area while the provider was out of the home due to a medical emergency. The provider was gone from approximately 9:30 am until 11:30 am. It was reported to the Inspector that although one additional adult (a family member who lives in the home) was present, he was not directly supervising the children. This adult family member was in the upper level of the home asleep. Plan of Correction: I had to leave for an emergency. When I left, an adult family member who lives in the home was present. I asked him to help my assistant while I was gone. Unfortunately, he left the basement child care area and went up to his room. I will create a new plan to deal with emergencies in order to make sure that there are never more than 16 points of children for each caregiver.
