Technical Assistance:
We discussed the requirements for cloth diaper storage and annual training. The risk assessment for violations were provided. Also, we reviewed the requirements for hand washing for children, maintenance of the surfacing at play equipment, and staff records for new hires.

Comments:
Thank you for your assistance during today's unannounced renewal inspection conducted from 11:00 AM to 3:15 PM. Today, there were twelve children, ages infancy through three years (36 points) with three caregivers. I viewed staffing, supervision, interactions with children, activities, equipment, daily routines, posted information, emergency supplies and drill records, emergency response plan, four records for children, diapering procedures, four records for caregivers/residents, caregiver training, feeding/menu, indoor and outdoor areas. The children were provided outdoor experiences in the fenced yard. The caregivers were observed providing frequent, nurturing interactions with the children. There was emphasis on attentive supervision and response to individual needs for care and attention. Recently, the caregivers have participated in on-line training opportunities. Violations:
Standard #: 22VAC40-111-210-A
Description: Based on a review of annual training for caregivers, and interviews with staff, staff member 4 obtained less than sixteen hours of training between March 2016 and March 2017. Evidence: There was only documentation for five hours of completed training between March 2016 and March 2017.

Plan of Correction: Staff member 4 has participated in seventeen hours of training since March 2017. The provider will help the assistant teachers keep track of their annual training. All caregivers will complete a minimum of sixteen hours of training each year.

Standard #: 22VAC40-111-690-F
Description: Based on observation of the diapering procedures, and an interview with the provider, the used cloth diapers for two infants were not placed in leak-proof storage bags in a way that prevents the caregiver's hands from touching the exterior of the bag. Evidence: The caregiver was handling draw string vinyl lined bags to dispose of the diapers and they were then stored on a high shelf.

Plan of Correction: The provider will arrange for a step-on container for use with the lined storage bags so that the exterior of the bags are not handled during each diaper change. The provider will make sure the assistant teachers know about the procedure for storage of used cloth diapers.
