Comments:
A Subsidy Health and Safety inspection was conducted on Tuesday, January 28, 2020 from approximately 9:55 AM until 2:00 PM to review supplemental health and safety requirements.There were 11 children in attendance being cared for by three caregivers. Based on the children?s ages there was a total of 34 points. Upon the inspector?s arrival, the children were observed in the designated area for childcare watching television, playing with toys, and interacting with peers and the caregivers. The children later transitioned to circle time where they were observed singing songs and learning the alphabet. The infants were observed as they were held and fed. Diapering procedures were also observed. The children were later observed taking bathroom breaks, washing hands, eating lunch, and preparing for nap time. The caregivers were observed having positive interactions with the children. The designated areas for childcare were deemed appropriate and are equipped with age appropriate toys and materials to meet the needs of the children. During the inspection, the licensing inspector interacted with staff and children when appropriate. The bathroom, kitchen, outdoor play area, and designated childcare areas were all inspected during today's inspection. The first aid kit and non-medical emergency supplies and required postings were inspected. Five children?s records, three caregivers? records, and one household member?s records were reviewed during the inspection. Medication is not administered and transportation is not provided at this time.

A licensing inspection was conducted on the same date as the subsidy health and safety inspection; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. Violations were found during the supplemental subsidy health and safety inspection and are identified on the violation notice.

Standard #: 22VAC40-665-230-B
Description: Based on a review of three caregivers' records and interview on 01/28/2020, the vendor did not ensure two caregivers completed the Virginia Preservice Training for Child Care Staff within the first 90 days of employment or service.

Evidence: 1) The record for Caregiver #2, hired on 06/26/2019, did not contain documentation of a completed Virginia Preservice Training for Child Care Staff. 2) The record for Caregiver #3, hired on 06/26/2019, did not contain documentation of a completed Virginia Preservice Training for Child Care Staff. 3) During interview, Caregiver #1 reported Caregiver #2 and Caregiver #3 have not completed the required training.

Plan of Correction: Per the Vendor: I will call to ensure they are enrolled because the caregivers have not been able to log in.

Standard #: 22VAC40-665-410-A-3
Description: Based on observation and interview on 01/28/2020, the vendor did not ensure that lockdown procedures shall be practiced at least annually.

Evidence: 1) The emergency response drills did not have a documented lockdown drill for 2019. 2) During interview, Caregiver #1 reported the lockdown drill was not practiced at least annually as required.

Plan of Correction: Per the Vendor: I will start writing a note to self to ensure the emergency drills are documented and not only practiced.
