Technical Assistance:
Please keep in mind that the center is responsible for all children in the preschool I classroom and cannot allow one child to continue to disrupt the entire group.

Comments:
An unannounced focused monitoring inspection was conducted today as a result of the Intensive Plan of Correction (IPOC). The center has new systems, policies and procedures and training into place to ensure that children will not be exposed to allergens while in care. Interviews with the cook, classroom staff and director along with observation of the lunch time procedures were the main focus of this inspection today. The one violation was not related to the issues that lead to the IPOC. Please submit your plan of correction to Licensing by 3/31/15. Arrival time: 11:30 am Departure time: 3: 15 pm

Standard #: 22VAC40-185-340-A
Description: Based on interviews with staff and a review of documentation, it was determined that the center failed to ensure the care, protection and guidance of children in care at the facility.
Evidence:
Interviews revealed that since the Summer 2014, child A ( 2 years of age) has been disruptive to the other children in the classroom whereby the children's schedules, rest time and overall learning environment has been adversely impacted by child A's behaviors.
Behaviors included hitting other children, throwing themselves on the floor, refusal to follow direction and screaming spells occurring 3 to 5 times a day usually during story and naptimes.
Interviews with Administration and a review of the communication log on 3/24/15 revealed that in March 2015 child A hit a classmate and a teacher and had a screaming outbursts lasting 1 to 5 minutes at a time and on March 11, 2015 had a screaming outburst lasting 41 minutes, whereby Administration had to remove the child from the classroom.
The center attempts at addressing these behaviors with the child and parents has not resulted in a significant change to the behavior in the classroom.

Plan of Correction: This violation is under appeal.
