22VAC40-185 STAFFING AND SUPERVISION.
Licensing Inspector Anderson conducted an unannounced complaint inspection in response to a complaint that was received by the licensing office on 4/03/2015. As a result, an unannounced inspection & interviews with staff members were completed on 4/13/2015. Interviews conducted with staff and administration relating to the allegations that children are spanked by Staff Member #2. Inspection of facility, interviews with the Owner, Center Director and staff members, revealed that corporal punishment was used to discipline a child. The information gathered during the investigation supports the allegation so the complaint is determined to be ?VALID?. If you have any questions, contact your Licensing Inspector at (540) 204-9626.
Standard #: 22VAC40-185-340-F Complaint related: No Description: Based on observations, the Licensee failed to ensure children under 10 years of age are always within actual sight and sound supervision of staff. EVIDENCE: Children in care were not within actual sight and sound supervision. LI Anderson observed 2 toddlers resting/sleeping on their cots in the upstairs classroom without adult sight and sound supervision. There were no adults present on the 2nd floor. Plan of Correction: The center will make sure that children will be insight and sound at all times. The center is in the process of recruiting more staff.
Standard #: 22VAC40-185-410-1 Complaint related: Yes Description: Based on interviews, the Licensee ensure physical punishment, striking a child, is not practiced at the Center EVIDENCE: Children were physically punished. During interviews Staff Member #2 advised that there were children in care who were slightly "tapped" on the hand to correct behavior. Staff Member #1 confirmed knowledge of actions of Staff Member #2 "tapping" the hands of children as a means to discipline. Plan of Correction: The center has addressed the issue with the staff person and is recommending that all staff have challenging behavior training. The center has contacted Smart Beginnings along with other resources to find out when is a challenge behavior class is offered.
Standard #: 22VAC40-185-430-I Complaint related: No Description: Based on observations & discussion with staff, the Licensee failed to ensure personal articles are individually assigned. EVIDENCE: Children personal articles were not individually assigned. LI Anderson observed infant pacifiers that were not labeled wit the child's name. Plan of Correction: The Center will develop new way to label individually pacifiers by May 22 or 29th 2015.
Standard #: 22VAC40-185-450-A Complaint related: No Description: Based on observations & discussion with staff, the Licensee failed to ensure cots used by children during the designated rest period have linens consisting of a top & bottom cover. EVIDENCE: Top and bottom cover was not provided for children in care during nap time. LI Anderson observed child resting on a cot without a top cover. Plan of Correction: The center will make sure that children have top and bottom at all time. The center will maintain extra sheets and blankets just in case a child forgets.
