22VAC40-185 STAFFING AND SUPERVISION.

1. Discussed the importance of ensuring that CSR forms are accurate, as the following was found: (1) CSR's were found to have children listed on forms from two different classrooms at the same time. (2) The times a child had transitioned from one group to another were not consistent on either groups CSR. (3) In some cases a child was marked present on the CSR after the parent had in fact picked the child up for the day. These discrepancies made it difficult to determine ratios.
Conducted an unannounced monitoring inspection focused on staffing, ratios, and the movement of children from group to group, as a result of recent findings and an Intensive Plan of Correction (IPOC) developed between Kindercare and VDSS. Records reviewed, classes observed, and staff interviewed. Ratios in all classes were found to be in compliance today. In addition to the Child to Staff Ratio Form (CSR) maintained for each classroom daily, management has implemented an additional Ratio Count Sheet (RCS) to aid with maintaining proper ratios and reducing the movement of children for staffing reasons. The RCS is completed every 30 minutes. Staff have improved the process of completing written developmental assessments and obtaining written parental permission prior to transitioning a child to another age group. While collectively these processes have been improved, inconsistencies in the tracking of children on CSR's prevented the inspector from fully assessing compliance. Management reported that they would re-train staff that were having difficulty completing the CSR accurately. Inspection completed 11:40am-1:00pm.
