22VAC40-191 Background Checks (22VAC40-191)
An unannounced monitoring inspection was conducted from 10:10 a.m. to 12:30 p.m. At the time of entrance the following adult to child ratios were observed: 6 children, 3 years of age, with 1 staff 5 children, 2 years of age, with 1 staff 5 children, 16 to 22 months of age, with 1 staff 9 children, 4 to 17 months of age, with 3 staff The records sample size consisted of 4 children?s records and 2 staff records. Children were observed having an afternoon snack of goldfish crackers and milk, playing in sand and water centers as well as other play centers to include houskeeping, books, blocks and cars, dancing to music, playing outdoors, chasing bubbles, climbing a toddler step structure, being rocked, held and bottle fed, and eating lunch which consisted of Pizza Rolls, cheese sticks, broccoli, pineapple and milk, and resting quietly on mats and in cribs. Medication administration was not observed. The administrator states that there are no children being administered medication of any type while in care and that there have been no accidents or injuries incurred by children in care requiring first aid or medical care. Children are transported in a vehicle and the standards pertaining to transportation were reviewed with the administrator. Areas of non-compliance are identified on the violation notice. The licensee provided verbal responses to the violations during the inspection, which were entered on to the violation notice by the Licensing inspector.
Standard #: 22VAC40-185-60-A Description: Based on a review of records, the licensee did not ensure that each enrolled child has a record containing all required information and documentation. Evidence: 1. Four children's records were reviewed during today's inspection. 2. The record for child #3 did not contain addresses for the two designated emergency contacts to be contacted in an emergency if the child's parents cannot be reached. Plan of Correction: The administrator stated that this was an oversight and that the children's emergency contact addresses will be obtained today when parents arrive to pick up their children. In the future, enrollment paperwork will be reviewed by the administrator or director to ensure all required documentation is present in their record before they attend the program.
Standard #: 22VAC40-185-500-A Description: Based on observation, the licensee did not ensure that children wash their hands after eating snacks. Evidence: 1. The licensing inspector observed the children in the 2 year old classroom eating a snack which consisted of gold fish crackers and milk. When children finished eating snack they were dismissed from the table and went to their choice of learning centers in the classroom. 2. The licensing inspector observed the children in the 3 year old classroom eating a snack which consisted of gold fish crackers and milk. When children finished eating snack the teacher placed number matching cards on the table for children to play with. 3. Neither the 2 year old children nor the 3 year old children washed their hands after snack, before participating in other activities. 4. Children in both groups were directed to wash their hands or have their hands wiped with sanitary wipes after the licensing inspector asked staff about hand washing procedures following meals and snacks.. Plan of Correction: Staff stated that they were going to have children wash their hands once the tables were cleaned and sanitized. In the future, the staff will have children wash their hands after eating before they move to the next activity where they will handle materials.
