Thank you for your time and assistance with the unannounced complaint inspection which was conducted on July 21 and July 31, 2017. On July 21, 2017, at the time of arrival there were 97 children in the care of 16 staff members. There were 174 children enrolled in the program. The inspection was in response to a complaint that was received in the Valley Licensing Office on July 20, 2017. The complaint was in regards to the supervision of children in care, staff to children ratios, discipline techniques, and special activities and treats. The preponderance of the evidence gathered during the investigation did support two of the allegations and the complaint disposition was, therefore, "valid." The violations issued were noted on the violation notice. There were five staff members interviewed, one staff record reviewed, and two children's records reviewed. Standard #: 22VAC40-185-40-E Complaint related: Yes Description: Based on staff interviews and verification from staff, the center failed to follow their own policies and procedures regarding acceptable discipline measures by using time-out as method of discipline. Evidence: 1. Under the section Behavior Expectations in the center's Family Guide, it states, "Appropriate guidance techniques used by our teachers include redirection, diversion and substitution." Two administrators reported that according to policy, time-out was not used at the center. 2. Staff reported while on the playground, staff will have children sit by the frog or by the water fountain when they are misbehaving. Staff stated that Child #1 was made to sit down on the playground on more than one occasion. 3. Staff reported that if the children are misbehaving she has them ?sit down or take a break? for not even five minutes. 4. Staff stated that sometimes they put the children in the thinking chair for three to five minutes. Staff reported that one day Child #1 and a few other children were made to sit outside on the ground for five minutes before they could begin the special outside activity. Plan of Correction: On August 3, 2017, handouts on how to properly use redirection as our form of discipline as our policy states will be printed and given to staff as they enter the building. On August 8, 2017, a mandatory staff meeting has been scheduled where the topic will be openly discussed. Classroom observations and training will be conducted by members of management beginning August 1, 2017.
Standard #: 22VAC40-185-410-5 Complaint related: Yes Description: Based on staff interviews and confirmation from staff, one staff member withheld food from children. Evidence: 1. On several occasions the parent of one child brought in popsicles for the teachers to give out as treats to the children in Classroom A. Staff stated, "There were like two times when (Child #1) did not get a popsicle." 2. The week of June 19th was S'mores Week where the children at the center were given s'mores as a special treat. In Classroom A, staff reported that she told the children if they were not listening they would not get a s?more. Staff stated that Child #1 "never got one." She stated, "Like five (children) did not get s'mores." Plan of Correction: On August 1, 2017, a memo was given to all teachers regarding withholding treats from children. It stated that all children received the treat or no children received it. On August 8, 2017, a mandatory staff meeting has been scheduled where the topic will be addressed. Classroom observations have started and will be on-going.
