Comments:
The Licensing Inspector conducted an unannounced complaint inspection on 8/9/17 in response to a complaint regarding to the care of the children being served by the child day center that was received by the Licensing office on 7/19/17. A tour of the facility, interviews and a review of documentation was completed relating to the care and protection of children. The investigation was completed on 8/9/17, and the information gathered during the investigation supports the allegation, so the complaint is determined to be " valid". Areas of non-compliance are included and identified on the violation notice. These were reviewed with center management during the exit interview.

Description: Based on information gathered during the investigation, it was determined that the facility did not ensure drinking water shall be offered at regular intervals to nonverbal children. Evidence: 1. On 7/13/17, a child in the Infant classroom was not provided fluids from noon until 6:00pm while at the child day center because the parent did not want the child to have juice with afternoon snack. The parent had requested that the child was served water or milk. 2. On 7/14/17, the Center Director told the parent that the center does not give water to babies and children under the age of 16 months due to the possibility of the water causing an electrolyte imbalance. 3. On 7/17/17, the Center Director again told the parent that she could not supply water to her daughter, but agreed to give her fruit with her afternoon snack. The parent offered to supply bottle water, but the Center Director again stated that her daughter would not be allowed to have anything to drink with her afternoon snack.

Plan of Correction: The facility responded: All agency Directors and staff have been re-trained (8/9/2017) by the Curriculum and Program Director on VADSS standards regarding making water available to all non-verbal children through the day at regular intervals. Agency Directors and staff will be re-trained on VADSS standards again during annual training day (9/1/2017). Teachers will be monitored for compliance on a weekly basis by either the Curriculum and Program Director or Senior Center Director.

Description: Based on information gathered during the investigation, it was determined that the facility did not ensure that infants hall be fed on demand or in accordance with parental instructions. Evidence: 1. The parent of a child in the Infant room requested on the feeding schedule to that her child be served water or milk with afternoon snack instead of juice. 2. Upon pick up on 7/13/17, a teacher in the Infant room expressed concern about the hydration status of the child to the child's grandparent since the child had not drank any fluids since lunch (noon). 3. The Center Director told the parent on 7/14/17 that her child would not be allowed to have water or milk at snack because the kitchen was closed. 4. On 7/17/17, the Center Director again told the parent that she could not supply water to her daughter, but agreed to give her fruit with her afternoon snack. The parent offered to supply bottle water or whole milk, but the Center Director again stated that her daughter would not be allowed to have anything to drink with her afternoon snack.
