Discussed with center management the need to routinely check on classrooms to ensure that ratios are being maintained throughout the day; and possibly implementing a system to relieve staff for bathroom breaks so that they are not leaving classrooms over ratio.
An unannounced complaint investigation was conducted in response to a complaint that was received by the licensing inspector on 5/14/18. Interviews were conducted with staff relating to the allegations of staff leaving the infant and toddler program over ration between 4:30pm to 6:00pm. Staff were interviewed and observations were made during the specified time frame. The information gathered during this investigation supports the allegations, so the complaint is determined to be valid. Standard #: 22VAC40-185-350-A Complaint related: No Description: Based on staff interviews, staff was not counted in the required staff-to-children ratios when they were directly supervising children. Evidence: 1. Staff # 1 stated that during the month of April 2018, staff working in the infant and toddler program left the classrooms over ratio when they needed to use the bathroom. The toddler classroom has children from the ages of 12 months to 23 months. Staff # 1 stated that on one occassion the toddler room had 6 children with two staff members. One of the two toddler staff members stepped into the infant classroom so the infant staff member could use the bathroom. Staff # 1 stated that when the toddler staff person stepped into the infant room, the other toddler teacher was left over ratio with six toddlers. The ratio of one teacher to four children was not maintained during this time in the toddler room. 2. Staff # 2 stated that during the month of April 2018, staff would call out and not come to work resulting in the center being short staffed. Staff # 2 stated that on these days, staff in the infant and toddler program would step out to use the bathroom without making sure there was additional staff in the rooms to maintain the required ratios. Staff # 2 stated that this has happened several times. 3. Staff # 3 stated that during the month of April 2018 there was a large number of staff in the center calling out and taking time off, causing the center to be short staffed. Staff # 3 stated that she felt the center management was not enforcing policies about maintaining ratios in classrooms. Staff # 3 stated that at least three times a week staff in the infant and toddler program would step out of the rooms without maintaining the required ratio, to get art supplies, get a drink or use the bathroom. Staff # 3 also stated that this was primarily happening after 4:30pm. Plan of Correction: Have reviewed ratio policy with staff and went over appropriate ways to request bathroom breaks while maintaining ratios.
