An announced initial inspection was conducted today, July 23, 2018 to determine the applicants compliance with licensing standards. The inspection was initiated at 1:00 pm and concluded at 4:30 pm. The inspection was conducted with the owner who will also act as the program director. The facility plans to provide care to children ages birth to twelve years. At this time transportation will be limited to walking trips only. Measurements of the facility determined a capacity of forty-two children. Care will be provided in four designated areas. All classroom areas were equipped with age appropriate equipment and materials. The facility will provide breakfast, two snacks and lunch. The facility plans on administering medications with proper authorization and once staff have obtained MAT certification. Standards related to supervision, staff qualifications (other then the program director)and program could not be determined as the facility is not yet fully operational. Some but not all policies and procedures were in place (see violation notice). Coverage of CPR and First aid certification were verified. The facilities first aid kit and non-medical emergency supplies were inspected and found complete. The facility plans on using the parks and rec playground and grassy area in the rear of the building for walking field trips. A conditional license will be recommended. Standard #: 22VAC40-185-550-A Description: Based on interview, the facility did not have an emergency preparedness plan that addresses staff responsibility and facility readiness with respect to emergency evacuation and shelter-in-place. The plan, which shall be developed in consultation with local or state authorities, addresses the most likely to occur emergency scenario or scenarios, including but not limited to natural disaster, chemical spills, intruder, and terrorism specific to the locality. Evidence: The applicant reported that she did not have an emergency preparedness plan to include all scenarios. Plan of Correction: Per the applicant: I will use the emergency preparedness template to complete the plan and submit it to Henrico county.
Standard #: 22VAC40-185-550-C Description: Based on observation, the facility did not have the emergency evacuation and shelter-in-place procedures/maps posted in a location conspicuous to staff and children on each floor of each building. Evidence: 1. The evacuation map was posted, however procedures were not included. 2. The map posted did not indicate the area used for sheltering-in-place and did not include the procedures for sheltering-in-place. Plan of Correction: Per the applicant: I will update the map to include the shelter-in-place space and post the procedures for both evacuation and shelter-in-place.
