Comments:
The licensing inspector conducted an unannounced subsidy complaint inspection in response to a complaint that was received by the licensing department on 07/19/2018 regarding allegations of unauthorized use of a parent's VA-ECC card. The inspection was initiated on 07/27/2018 and completed on 07/27/2018. On 07/27/2018, the inspector was on site from 4:25pm to 5:26pm. Interviews with staff were completed, and observations were made in the center. The preponderance of the evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid. See the violation notice for more details. Violations:
Standard #: VENDSUB-000-004-A
Description: Based on an interview with the center representative, the vendor did not ensure compliance with the terms of the current vendor agreement issued by the department. Evidence: During the inspection on 7/27/18, the center representative informed the inspector they had not been adhering to the terms of the current vendor agreement. The vendor agreement states, "9.7. Only parents or guardians of children receiving child care assistance are authorized to possess and swipe the VA-ECC card issued to them on the Vendor's POS machine or use the IVR system to report attendance. The Vendor shall not under any circumstance be in possession of or swipe any parents' or guardians' VA-ECC card or use the IVR system to report attendance; nor shall the Vendor ask the cardholder for his Personal Identification Number (PIN)." The center representative stated that they had swiped a parent's VA-ECC card in an attempt to help the parent, after the parent received error messages on the POS machine. The representative also stated that they had helped two other parents in the past by swiping their VA-ECC card when an error message was received.

Plan of Correction: I requested the subsidy parent to leave their card if they made a mistake, I would fix the mistake and return card to parent immediately. From this point forward, I will only assist the parent participating in the subsidy program when swiping their vendor card.
