- Technical Assistance:
An unannounced monitoring inspection was conducted on September 6, 2018 from approximately 1:00 PM to 4:50 PM to determine the center's compliance with licensing standards. The director was present for the inspection. The following staff to child ratios were observed: Infants 2:7, Toddlers 1:5, 2 years olds 2:12, 3 and 4 year olds 1:14 (napping) and later 2:14. Staff were observed to be interacting with children appropriately. Today's lunch consisted of chicken patties, buns, mixed vegetables, pears, and milk. All areas of the facility including classrooms, bathrooms, kitchen, hallways, and playground were inspected. The facility had the following posted: license, last inspection, evacuation maps/procedures, daily schedule, menu, and various parent information. Five children's records and five staff records were reviewed. Allergy postings and medications were reviewed. There were several staff present with medication administration training and daily health observation training. All staff present had current First Aid and CPR certifications. The first aid kit and non-medical emergency supplies were inspected and found complete. The last evacuation drill was conducted on 8/31/18. The last shelter-in-place drill was conducted on 6/29/2018. The Emergency Preparedness plan is current. Health Inspection: 7/9/2018. Fire Inspection: 2/8/2018. Standard #: 22VAC40-185-210-A-4-a Description: Based on a review of five staff records, the center did not ensure that two staff met the training requirements for the position of program leader. Evidence: The records for Staff #1 indicated a hire date of 4/24/2018 and documentation of 12 hours of training within the first month of employment. The records for Staff #4 indicated a hire date of 7/24/17 and documentation of 12 hours of training within the first month of employment. Program leaders with a high school diploma or equivalent and at least six months of programmatic experience are required to receive a minimum of 24 hours of training related to the care of children within six months prior to being hired or within one month of being hired. Plan of Correction: The center will ensure that program leaders receive a minimum of 24 hours of training within six months of being promoted or beginning work, or one month after being promoted or beginning work.
Standard #: 22VAC40-185-240-C Description: Based on review of five staff records, the center did not ensure all staff who worked directly with children obtained at least 16 annual hours of staff development activities that are related to child safety and development and the function of the center. Evidence: During the inspection, the licensing inspector observed the records for Staff #3 (hire date 12/17/2012) and Staff #5 (hire date 11/14/2016) did not contain documentation of any annual training hours for 2016-17. Plan of Correction: The center will ensure that staff who work directly with children will obtain a minimum of 16 hours of training annually.
