The Licensing Inspector conducted an investigation in response to a self report on 10/25/18 of an incident of inappropriate handling of a child. Interviews were conducted with staff and parent. The information gathered during this investigation supports the allegations; violations were discussed with the center director. Standard #: 22VAC40-185-410-1 Description: Based on staff and parent interviews, a staff member engaged in a forbidden action by roughly handling children in care. Evidence: 1. Staff #1 was interviewed, she stated on Tuesday October 23, 2018 mom dropped off child #1 (age 19 months). Child #1 was crying and running to the door. Staff #1 said she grabbed the child by the elbow. Then she heard the child's mother say "that's too rough". 2. Staff #2 said that the children meet in the Twos classroom in the morning. Staff #1 had taken child #1 to the class, staff # 2 was bringing the rest of the children to the classroom. Once staff #2 reached the classroom she heard child #1's parent say " that was not very gentle ". 3. Child #1's parent was interviewed. She stated "I gave child #1 to staff #1 during the transition to the classroom". Staff #1 took the child to the classroom. The parent still needed to drop off the child's blanket, when she entered the classroom, child #1's parent heard the child crying and observed the child running towards the classroom door. The child's parent said, "staff #1 picked child #1 up by the forearms and throw the child onto the home living couch. Child #1's parent said to staff #1, "that was not gentle". Plan of Correction: Staff member is on administrative leave pending formal response from Human Resources.
