22VAC40-185 STAFFING AND SUPERVISION.
The licensing inspector conducted an unannounced complaint inspection in response to a complaint that was received by the licensing office on 11/07/18. Interviews were conducted with staff, and documentation was reviewed relating to allegations that morning ratios are not being maintained. The evidence gathered during the investigation supports allegations, so the complaint is determined to be valid. Please contact me if you need further assistance. Thank you.
Standard #: 22VAC40-185-350-C Complaint related: Yes Description: Based on staff interviews and review of documentation the facility failed to maintain compliance with this standard as required relating to morning ratios. Evidence: Staff confirmed that most mornings they are out of ratio between 6:45am thru 8am. Staff confirmed that on 11/7/2018 they had 2 staff present with 15 children aged infant-school age from 6:45am-7:10 am. At 7:10 am, when the third staff arrived, the groups split up by age. At that time, 7:10am, the infant room had 1 staff with 7 children aged infant-2 years; and the pre-school class had 1 staff with 12 children aged 3 years-school age, while the third staff took the 3 middle school aged children to get ready to leave for school via the center provided transportation. The required ratios are as follows: Infant room 1 staff to 4 children; pre-school room 1 staff to 10 children. Ratios were not met on 11/07/18, nor on various days throughout the week according to staff interviews, documentation reviewed, and the complainant. Plan of Correction: Staff schedules have been adjusted as of today, to make sure that there are the required amount of staff to children to maintain compliance with ratios in the mornings.
