Technical Assistance:
Discussed ratios, transition period, and written assessments.

Comments:
An unannounced inspection was conducted from 845- 1015. Staff to child ratios, program, physical plant, special care, and record keeping were reviewed. A new Director was present today and able to answer questions and provide assistance. The center staff were also able to answer questions and provide information about allergies when requested. Hand washing, diapering, special feeding was also observed. Please call with questions 703-479-4679

Standard #: 22VAC40-185-270-A
Description: Based on observation, the areas inside are not maintained in a clean and safe condition. Evidence: 1. Three children's toilets had plastic covers missing from the floor bolts and the bolts were protruding and rusted. One bathroom floor had torn baseboard.

Plan of Correction: We will put in for repairs.

Standard #: 22VAC40-185-340-D
Description: Based on interviews and observation, the infant room has had not had at least one person who meets the qualifications of a program leader. Evidence: 1. Staff in the infant room were interviewed and none were lead qualified. The staff stated the lead is off on Tuesdays and Thursdays and they do get assistance. It was during this time, that they did not have a lead in the class and had been alone with the children for an hour.

Plan of Correction: We are in the process of hiring new staff and promote staff.

Standard #: 22VAC40-185-350-C
Description: Based on record review, interviews, and observation, the center is not following ratio requirements for the youngest child in the group. Evidence: 1. Toddler Class had 2 children in the group that were under 16 months The ratio in the room was being maintained at 5 to 1. Youngest child was an infant and required a ratio of 4 to 1. On October 29, there were 9 children with 2 staff. 2. The Two's class had had children in the room during the day that were under 24 months. The staff were working at a 8 to 1 ratio but the toddlers required a ratio of 5 to 1. The staff stated they have had 16 children in the room with 2 staff but two were under 2 years of age. 3. Staff in these classrooms stated they were told that there is a transition period given in which the younger child would not lower the ratio.

Plan of Correction: We are working to keep all classes in ratio.

Standard #: 22VAC40-185-350-E-4
Description: Based on observation, the center is reassigning children from his/her regular group and staff members repeatedly to maintain ratios. Evidence: 1. While in the three's class, a staff member brought a four year old child into that class and sat the child down with his snack. Staff in the three's class stated children are repeatedly moved in and out of their class because the age group below and/or above this class is over ratio so the staff bring the children to them. 10 minutes later, a staff member walked into the tree's class and took the child back to the fours class.

Plan of Correction: We will work on creating staff hours that allow children to remain in their assigned classes.
