Technical Assistance:

An unannounced monitoring inspection was conducted on Friday, December 28, 2018 to determine the center's compliance with licensing standards. The inspector arrived at 10:10 am and concluded the inspection at 1:20 pm. The census for today?s inspection consisted of 40 children. Upon the inspector's arrival, children were engaged in various activities. The Preschool children were observed in their designated area in the upstairs level of the center. The children were observed interacting with peers and staff during a show-and-tell activity. The Toddlers were observed in their designated classroom playing with toys on the carpet. The older infants were observed during lunch time and later were observed resting. The younger infants were observed in their designated classroom. All staff interacted with children in a positive manner. There were no school age children in attendance while the inspector was on site. The classrooms are decorated with the children's artwork and are equipped with age and stage appropriate materials. The center had the following posted: license, daily schedule, emergency numbers, evacuation maps, menu and various parent information. The center's first aid kit and non-emergency supplies were inspected and found complete. The playground area was not inspected due to inclement weather. Five children's records and five staff records were reviewed during today's inspection. There are various staff with CPR/First Aid training, Daily Health Observation, and two MAT certified staff. Health Inspection: 02/21/2018 Fire Inspection: 03/19/2018 The last documented evacuation drill was held on 12/13/2018. A shelter-in-place drill was documented on 03/19/2018. Standard #: 22VAC40-185-280-B
Description: Based on observation at the center on 12/28/2018, the center did not ensure to keep hazardous substances such as cleaning materials in a locked place using a safe locking method that prevents access by children. EVIDENCE: 1) The Licensing Inspector observed one bottle of bleach water solution in an unlocked cabinet in the upstairs boy's bathroom. 2) The Licensing Inspector observed a bottle of disinfecting wipes, disinfecting spray, and a bottle of bleach water solution in an unlocked cabinet in the preschool dining area upstairs. Hazardous substances shall be kept in a locked place using a safe locking method that prevents access by children.

Plan of Correction: Corrected during today's inspection. Per the Center: Staff will be retrained on maintaining these cabinets locked.

Standard #: 22VAC40-191-60-C-2
Description: Based on a review of documentation and interview on 12/28/2018, the center did not discontinue employment of one employee when the central registry findings for one of five staff were not obtained within 30 days of employment. EVIDENCE: 1) The record of Staff #3 (hired on 08/28/2018) did not contain the results of the central registry finding within 30 days of employment. Staff #3 was still employed on the date of inspection on 12/28/2018. 2) During interview, a member of management confirmed the central registry finding for Staff #3 was not on file.

Plan of Correction: The center made contact with the Central Registry Search Unit while the inspector was on site to inquire about the missing central registry finding for Staff #3. The center requested a copy of the central registry finding.
