63.2(17) License & Registration Procedures

Comments:
An unannounced focused monitoring inspection was conducted to review staff records for 7 Head Start sites operated by Hampton Roads Community Action Program. The records sample size consisted of 10 staff records for the program operated at Cavalier Manor. Areas of non-compliance are identified on the violation notice. Violations:
Standard #: 63.2(17)-1720.1-B-2
Description: Based on a review of 10 staff records and interview, the licensee could not demonstrate that each employee of the program submitted to fingerprinting prior to October 30, 2018. Evidence: 1. Ten staff records were reviewed. 2. The record for Staff #4 and Staff #7 contained the results of a Fingerprint / National Criminal Record Check which was dated 11/30/18 (staff #4) and 11/27/18 (Staff #7). 3. Fingerprint / National Criminal Record Checks were required to be conducted prior to October 30, 2018.

Plan of Correction: The Fingerprint / National Criminal Record Checks have been completed and results are now in the records. Future Fingerprint / National Criminal Record Checks for new employees will be conducted prior to hiring them.
