Technical Assistance:
All staff must have documentation of national fingerprint background checks before supervising children. Background checks are nontransferable (i.e. school system) and must be conducted by the licensee for all staff. All childcare staff working for the licensed nursery program must have required background checks: National Fingerprinting, Sworn Statement and Central Registry Background Checks. Background checks must be repeated every five years.

Comments:
An unannounced monitoring inspection was conducted beginning at 9:50 a.m. and ending at 12:45p.m. with the program administrator. There were four children ages three to five years old under the care and supervision of one staff. Children were observed having morning snack that is brought from home. Childcare areas, supplies and equipment were observed. The playground was not observed due to today's weather. Three children's records and three staff records were reviewed. There are no medications on site. A medication administration training (MAT) certified staff would be required for medication administration.

Standard #: 22VAC40-185-290-3
Description: Based on observation, not all electrical outlets were equipped with protective covers. Evidence: There was one outlet uncovered in the bathroom. There was one outlet uncovered on the middle wall under the window in the classroom.

Plan of Correction: Outlets were covered during the inspections. Reminder notices are going to be posted for our cleaners.

Standard #: 63.2(17)-1720.1-A
Description: Based on review of documentation, the facility failed to obtain repeat background checks every five years as required. Evidence: Staff #1, start date 1998, central registry background check was dated 1/13/2011. Staff #2, start date 1996, central registry background check was dated 10/28/2013.

Plan of Correction: Central registry background checks are being completed today and will be mailed as soon as possible.

Standard #: 63.2(17)-1720.1-B-2
Description: Based on review of staff records, the facility failed to obtain national fingerprinting background checks as required. Evidence: Staff #1, hire date 1998, did not have documentation of fingerprinting background checks in the record. Staff #2, start date 1996, did not have documentation of fingerprinting background checks in the record.

Plan of Correction: Fingerprint background checks will be scheduled as soon as possible. In the future, all staff will have fingerprint checks before being scheduled. The main teacher has been out for health reasons, the substitute is currently on sick leave due to illness and our other staff is on vacation. A substitute teacher was called on an emergency basis and has background checks through a school system and we were unaware we could not use the background checks.
