Technical Assistance:
Technical assistance was provided regarding instructions for completing out of state Child Abuse and Neglect Central Registry searches. Program lead qualification requirements were also discussed.

A complaint investigation was initiated on February 15, 2019 regarding staff qualifications. After interviewing staff, reviewing staff records, and observing in the infant room, there is a preponderance of evidence to support the allegation regarding no lead qualified staff in the infant room and therefore the complaint is valid. Additional violations were cited today not part of the complaint investigation. Areas of non-compliance are identified in the Violation Notice. Please contact me at with any questions.

Description: Based on interviews, observation, and record review, at least one staff member who meets the qualifications of a program leader is not regularly present in the infant room. Evidence: 1. Staff #1 was present in the infant room at the beginning of the inspection (9:20am). Staff #1 stated she is not the regular teacher in this classroom and she covers until the lead teacher arrives at 9:30am. 2. Staff #2 arrived to the infant room at 9:34am when she took over for Staff #1 who then left the room. Staff #2 remained alone in the infant room for the remainder of the inspection which ended at 12:00pm. 3. Staff #2 stated she is the lead teacher for the infant room. Staff #2 stated she has worked at the center since October 2018 and was promoted to the role of lead teacher in December 2018 or January 2019. Staff #2 stated she is not currently lead qualified, however, she is enrolled in the Child Development Associate (CDA) program. Staff #2 stated she has not yet begun any CDA classes. Staff #2 stated she does not have prior programmatic experience. 4. Staff #2's record was reviewed and documentation showed she did not have prior programmatic experience before being employed at the center. Staff #2 now has 4.5 months of programmatic experience, however, she does not have one of the following that would make her lead qualified: a one year early childhood certificate from a college or university that consists of at least 30 semester hours, a child development credential, or a teaching diploma from a Montessori organization.

Description: Based on record review and interview, 1 of 3 staff records reviewed did not contain documentation of an out of state Child Abuse and Neglect Central Registry search for one employee who indicated they have lived outside the state of Virginia within the past 5 years. Evidence: 1. Staff #2's (Date of Hire: 9/26/2018) Sworn Disclosure Statement signed on 9/26/2018 indicates she has resided outside the state of Virginia within the past 5 years. 2. The Director confirmed that an out of state Child Abuse and Neglect Central Registry search has not been completed on this staff member.

Plan of Correction: North Carolina Social Services Search was sent for Staff #2 via fax.
