An unannounced Monitoring Inspection was conducted on March 20, 2019 from approximately 7:25 am until 9:05 am. There were 38 children in care and 3 staff present with children. Additional children and staff arrived during the inspection. The total enrollment for the morning program is 70 children The record review sample consisted of 6 children's records and the on site required documentation for 4 staff records. Children were playing in centers to include dolls, legos, action figures, art and homework. The results of the inspection were reviewed and verified with the Site Supervisor during the exit interview. Areas of noncompliance are noted on the violation notice. Standard #: 22VAC40-185-350-E-5 Description: Based on observation, center documentation and staff interviews, the licensee did not ensure that for children, from age of eligibility to attend public school through eight years, there was one staff member for every 18 children. Evidence: During the inspection on March 20, 2019, the required child to staff ratio, 1 staff for every 18 children was not maintained from approximately 7:57 am until 8:14 am. At approximately, 7:56 am there were 54 children in care with 3 staff. Between approximately 7:57 am and 8:08 am 5 children arrived and there were 59 children with 3 staff at 8:08 am. At approximately 8:15 am, an additional staff, staff #4 arrived. The age range of children in care were ages 5 to 11. Plan of Correction: Youth Programs maintains appropriate staff to participant ratios as a basic safety standard. In the event of an unforeseen staff absence, a substitute staff is secured and on site a quickly as possible.
Standard #: 22VAC40-185-560-K Description: Based on observation, the licensee did not ensure tables were sanitized before and after each use for feeding. The definition of "Sanitized" means treated in such a way to remove bacteria and viruses from inanimate surfaces through using a disinfectant solution (i.e., bleach solution or commercial chemical disinfectant) or physical agent (e.g., heat). The surface of item is sprayed or dipped into the disinfectant solution and allowed to air dry after use of the disinfectant solution. Evidence: During the inspection on March 20, 2019, a child, child#4 was observed eating their morning snack and the table was not sanitized before or after the child was eating. Plan of Correction: The Center Supervisor will ensure the breakfast table is cleaned and sanitized before and after children eat.
