Comments:
A Subsidy Health and Safety inspection was conducted on Wednesday, March 27, 2019 from approximately 1:00 pm to 5:00 pm to review supplemental health and safety requirements. The children in care were observed by the licensing inspector in the various classroom settings. The census for today's inspection consisted of 132 children in care and 21 staff. There were additional staff on site for administrative and support purposes. During the inspection, the licensing inspectors observed the children in care completing a variety of activities to include completing bathroom breaks, napping, participating in circle time and story time, working on an adding pennies activity, and engaged in outdoor play. The center's classrooms, bathrooms, and outdoor playground areas were inspected. During the inspection, the following information was reviewed by the licensing inspector: daily attendance, emergency supplies, injury reports, fire and shelter-in-place drills, liability insurance policy. There were six children?s records and five staff's record reviewed during this inspection. The required posting were inspected. Medication is being administered, medications, and written authorizations were reviewed for the center's compliance. The Department has received a complete renewal application and annual fee from the center. A licensing inspection was also conducted this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. Violations were found during the supplemental subsidy health and safety inspection requirements and are identified on the violation notice. Standard #: 22VAC40-665-580-F
Description: Based on review of staff record and interview with staff, the center did not ensure all staff completed CPR and first aid training within the required timeframe. Evidence: During the inspection on March 27, 2019, in Staff#5's record (date of hire: 10/18/18) there was no documentation of completion found for First Aid and CPR. Interview with staff confirmed the staff had not completed required training at this time.

Plan of Correction: Staff#5 will obtain CPR/First Aid certifications as soon as possible.

Description: Based review of emergency response plan and interview with staff, the center did not ensure to develop a continuity of operations procedures for during an emergency. Evidence: During the inspection on March 27, 2019, interview with staff confirmed there was not a continuity of operations for procedures available for review.

Plan of Correction: Continuity of operations procedures during an emergency has been updated and in place.
