An unannounced complaint inspection was initiated on February 25, 2019 to investigate a complaint that was received by the Division on February 21, 2019. Based on staff interviews and witness statements, the allegation made by the complaintant regarding behavioral guidance was determined to be valid. Standard #: 22VAC40-185-400-B Complaint related: Yes Description: Based on staff interviews and witness statements, the facility failed to provide behavioral guidance that is age and stage appropriate, constructive in nature, and intended to redirect children to appropriate behavior. Evidence: on February 13, 2019, a parent was watching the classroom footage online on "Watch Me Grow" with two co-workers. The three witnessed Staff A pushing Infant 1 (age 13 months) down by placing an open hand over the child's face and forcing him from a standing position at the edge of the crib down to the mattress. Infant 1 was chewing on the edge of the crib and the wood was peeling. Staff A placed electrical tape over the peeling wood, but Infant 1 continued to try to chew it. Staff A repeatedly placed an open hand over the child's face and pushed him away from the edge of the crib to prevent him from chewing on the side of the crib. Staff A was observed trying to hold the infant down on the mattress to prevent him from getting back up. The director viewed the video footage and observed Staff A pushing the child away from the crib with an open hand. Plan of Correction: After the parent called the director, Staff A was removed from the infant classroom. Staff A was counseled on how the situation should have been handled.
