63.2 Child Abuse & Neglect

Comments:
An announced inspection was conducted as a result of a self-report received in the licensing office on 04/09/19 in regards to an allegation in the area of programs. A record review, interviews and observations were made in relation to the allegation. A violation was cited as a result.

Violations:
Standard #: 22VAC40-185-410-1
Description: Based on a self reported incident, observations, interviews and video footage, the center did not ensure children were not roughly handled. Evidence: A 17 month-old child received an injury requiring outside medical care for nurse maid elbow as a result of rough handling. On 04/09/19 prior to nap, Staff reported child #1 had been fussy and in an effort to keep the child calm, staff #1 was holding child #1 by the wrist as they walked around the classroom. Child #1 became upset and threw himself on the ground. While still holding onto the wrist, staff #1 pulled child #1 up. Video footage confirmed the child's feet came up and off the floor and landed back on his feet. After nap, staff reported child #1 didn't want his left arm touched. The parent was contacted and child #1 was taken to see a physician where "nurse maid elbow" was diagnosed.

Plan of Correction: Staff have been retrained on the proper way to move children as of April 16, 2019. Management will continue to monitor through camera reviews and in classroom observations daily for compliance.
