An unannounced monitoring inspection was conducted today 4/4/2019 from 2:35pm -4:30pm. There were 43 children directly supervised by 3 staff. The physical plant, 5 children?s records, medications, evacuation drills, emergency supplies, and policies were inspected. Staff files were reviewed on an earlier date through the County of Loudoun, Department of Parks, Recreation, and Community Services main office. Children were observed eating snack, working on their homework, and playing outside. The cafeteria was found to be clean, safeguarded appropriately, and adequately supplied with equipment and supplies. Areas of non-compliance are identified on the Violation Notice. Standard #: 22VAC40-185-40-E Description: Based on observation, review of the center's policies and procedures, and staff interviews, it was determined that the center did not ensure that staff followed the center's own policies and procedures required by the standards, and the terms of the current license issued by the department. Evidence: The center's discipline policy states: 1. General behavior management techniques will include positive reinforcement for appropriate behaviors and careful explanation of behaviors that are unacceptable. 2. Discipline will be progressive in nature, constructive and age appropriate for redirection and conflict resolution. 3. Site discipline is to be maintained by using techniques that are consistent, fair, and appropriate for each child?s age. 4. CASA uses Positive Behavioral Interventions and Supports Positive Behavioral Interventions Supports (PBIS). On the day of the inspection 04/04/2019, positive reinforcement, redirection, and constructive and age appropriate discipline was not used when two children were assigned seats at an empty table away from their group for talking and not sitting properly. The two children stated that they were assigned these seats on 4/2/2019, and they were told on that day that they would both sit at this table for not following directions until the end of the school year. Plan of Correction: Retraining on the PRCS Participant Behavior Management Techniques has been completed with all Discovery CASA staff. There will be follow up observations from the licensed program manager and specialist. There will be weekly meetings with the specialist, licensed program manager and supervisor.
Standard #: 22VAC40-185-400-B Description: Based on observation and interview, behavioral guidance used at the center was not constructive in nature, age and stage appropriate. Evidence: During snack time while the children in care were eating snack, two children were observed sitting at an empty table not eating, or being engaged in any other activity. When the licensing inspector asked the two children why they weren't eating snack, the children stated that they didn't want to eat snack, but they added that they wanted to sit with their group. The children also stated that they were assigned to this table, away from their group for talking, and not sitting properly. When the licensing inspector asked if assigning children to a different table for several days was a method they used to discipline children, Staff#1 stated that they were not aware that children were ever assigned to another table for several days. Staff#2 stated that children are sometimes assigned to a different table for 5 minutes. Staff#3 stated that depending on what the children did to be disciplined that they could be assigned to another table for an hour, a day, or for several days. There will be follow up observations from the licensed program manager and specialist. There will be weekly meetings with the specialist, licensed program manager and supervisor.
