Technical Assistance:
Discussion of the subsidy regulations and how they apply to the Child Day Center (CDC). Some of the newer regulations that went into effect on October 17, 2019 were reviewed once more with the administration of the child day center.

Comments:
A Subsidy Health and Safety (SHSI) inspection was conducted at the Goddard School located in Ashburn, Virginia. This inspection was conducted on 05/16/2019, between the hours of 10 am through 4 pm to review supplemental health and safety requirements. An Unannounced Renewal Inspection was also conducted on this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that were not covered in licensing standards were reviewed during this supplemental inspection. Violations were found during the supplemental subsidy health and safety inspection requirements and were identified on the violation notice. If you should have any questions, please call or e-mail. Standard #: 22VAC40-665-540-A
Description: Based on review, 1 of 10 staff files reviewed indicated that tuberculosis (TB) documentation submitted at the time of employment and prior to coming into contact with children was not completed within the last 30 calendar days of the date of employment. Evidence - 1. On the date of inspection (05/16/2019) it was determined that Staff #5 submitted TB documentation at the time of employment that was dated - 07/23/2018. 2. The start date for Staff #5 was listed as 03/01/2019.

Plan of Correction: An updated TB test shall be submitted for Staff #5.

Standard #: 22VAC40-665-580-B
Description: Based on review, 1 of 10 staff files reviewed indicated that within the first 90 days of employment staff who work directly with children did not complete the 10 hours of the Virginia Pre-service Training for Child Care Staff. Evidence - 1. On the date of inspection (05/16/2019), certification of completion of the Virginia Pre-service Training for Child Care Staff was not available for review for Staff #4. 2. The start date for Staff #4 was listed as 01/25/2019.

Plan of Correction: Staff #4 will be instructed to complete this training. Certification shall be placed on file.

Standard #: 22VAC40-665-650-E
Description: Based on interview, the center has not developed a written policy and procedure that describes how the center will ensure that each group of children receives care by consistent staff or team of staff members. Evidence - 1. During the previous inspection conducted on 12/14/2018 it was called to the attention of staff that this new regulation that went into effect on October 17, 2018 needed to be developed in writing by the center. 2. On today's date of inspection (05/16/2019), while the procedure exits as an understanding between the center and the families they serve, the policy and procedure have yet to be documented formally in writing.

Plan of Correction: The policy and procedures shall be placed in writing and shared with the families that we serve.
