Discussed: a center may temporarily reassign a child from his regular group and staff members for reasons of administrative necessity but not casually or repeatedly disrupt a child's schedule and attachment to his staff members and group.
An unannounced inspection was conducted jointly with the local Department of Social Services to investigate a complaint regarding Staffing and Supervision, Special Care Provisions and Emergencies, and Nutrition and Food Services. Observations and interviews were conducted, and staff records and documentation were reviewed. The portion of the complaint regarding Staffing and Supervision was determined to be valid. The portion of the complaint regarding Special Care Provisions and Emergencies, and Nutrition and Food Services was determined to be not valid. Standard #: 22VAC40-185-350-E-2 Complaint related: Yes Description: Based on observation, interview with staff, and documentation review, the center failed to maintain a ratio of one staff/5 children for children 16 months to two years of age. Evidence: On 4/15/19, 4/17/19, 4/22/19, 4/23/19, 4/25/19 and 4/26/19 between 7 am - 9 am, documentation shows that required ratios were not maintained. On 4/30/19 there was one infant who has not reached 16 months of age (child #1 date of birth: 1/21/18), present in the toddler room, where there were ten children and two staff members. Plan of Correction: We will ensure that ratios are maintained. Additional staff have been hired and put in place.
