The licensing inspector conducted an unannounced complaint inspection in response to a complaint that was received by the licensing department on May 2, 2019 regarding allegations concerning supervision. A joint investigation with the local child protective services and local law enforcement was initiated on May 6, 2019 and completed on May 15, 2019. On May 6th the inspector was on site from 9:00am to 10:50am, and on May 15th from 9:00am to 10:16am. Interviews with staff were completed, observations were made in the center, video footage and documentation was reviewed. The preponderance of the evidence gathered during the investigation does not support the allegation; therefore, the complaint is determined to be not valid. Though not a part of the original complaint, there were violations found during the inspection. Standard #: 22VAC40-185-500-A Complaint related: No Description: Based on a review of video footage from 05/01/2019 on 05/15/2019, the center did not ensure that staff shall wash their hands with soap and running water before and after helping a child a diaper change. EVIDENCE: Video footage showed Staff #1 change four children on the diaper changing table. Staff #1 did not wash her hands between each change. Plan of Correction: Not available online.
