An unannounced Complaint Inspection was conducted on April 22, 2019 in response to a complaint that was received by the Virginia Department of Social Services, Licensing Division. Interviews were conducted with staff relating to allegations of staff ratios and the director walking children around the halls to keep classrooms from being over ratio. Based upon a preponderance of evidence, the information gathered during the investigation supports the allegations of the director walking children around the halls to keep the classrooms from being over ratio, and the complaint is determined to be VALID. Standard #: 22VAC40-185-350-F Complaint related: Yes Description: Based on observation, the facility failed to ensure children are not temporarily reassigned from their regular group out of administrative necessity, casually and repeatedly disrupting the child's schedule and attachment to their teachers and group. Evidence: 1) Observed upon arrival that the director had 4 children ages 18mos to 22mos in a buggy, out of the classroom due to classroom being out of ratio. The children were in the buggy for over 30 minutes during the visit. 2) Identified through staff that on the previous Tuesday (4/16/19), the director had a buggy with 3 children (Walkers), due to the classroom being out of ratio. Plan of Correction: Corrected at the time of the visit with the arrival of an additional staff member.
