Technical Assistance:

An announced initial inspection was conducted on Thursday, May 30, 2019 from 11:15am to 1:45pm, with follow up actions on 06/18/2019 and 06/19/2019. There were no children in care during this inspection as the center has not yet opened for child day care purposes. The inspector met with the board officers. The center consists of two classrooms that will serve children from two and a half years old to 12 years old. The site also has a designated outside play area that is located on the property. The classrooms are equipped with age appropriate furniture and a variety of toys and learning materials. The center will provide a morning snack, lunch and afternoon snack. Medication will not be administered. Transportation is not provided. Emergency supplies were inspected and emergency documents were posted. The center has submitted all of the required application materials at this time. During the inspection, compliance with some standards could not be determined since the center is not yet in operation. Compliance with these standards will be determined during unannounced visits once the program is in operation. Though some standards of care could not be determined during the initial study, the center is in substantial compliance with the standards that could be determined. A six-month conditional license is recommended. During the conditional period, the center will be subject to unannounced licensing inspections, with the first inspection taking place within the first sixty days of licensure. You will need to specify how the deficient practice will be or has been corrected. Just writing the word ?corrected? is not acceptable. Your plan of correction must contain: 1) steps to correct the noncompliance with the standard(s), 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventative measures. Please do not use staff names; list staff by positions only.

Description: Based on observation on 05/30/2019, the center did not ensure that the first aid kit contained the required items. EVIDENCE: The center's first aid kit did not contain more than one triangle bandage.

Standard #: 22VAC40-185-550-A
Description: Based on a review of the center's emergency preparedness plan and staff interview on 05/30/2019, the center did not ensure that the emergency plan was developed in consultation with local or state authorities. EVIDENCE: The emergency plan did not include documentation that it had been developed in consultation with local or state authorities. Board Officer #3 stated that the center had met with the local fire department and talked about their emergency plan, but the representative did not review their plan.

Description: Based on a review of board officer records on 05/30/2019, the center did not ensure that upon application for licensure any applicant had a completed search of central registry. EVIDENCE: The records of Board Officer #1, Board Officer #2, and Board Officer #3, who are listed as applicants on the initial application for licensure to operate a child day center that was received by the Department on May 1, 2019, did not contain documentation of a completed search of central registry.
