We discussed the requirements for behavior management. The risk assessment for a violation was provided.

Comments:
An unannounced inspection, conducted at the same time as a focused monitoring inspection, was for the purpose of investigating a complaint regarding behavior management and withholding food during snack time. After conducting staff interviews and viewing pertinent information, it was determined that the complaint was valid. A plan of correction written in the violation notice must be adhered to for future compliance. As a reminder, compliance with the minimum standards is the responsibility of the licensee. Description: Based on interviews with staff, and a review of the snack menu, on February 22, 2019 staff member 1 used a method that was forbidden when disciplining children for behavior. Evidence: During the afternoon snack time on February 22, 2019, a parent of a child with a birthday in the three/four year old preschool room had provided cupcakes and applesauce to serve when the children had the center provided snack time. According to staff interviews, staff member 1 withheld serving the birthday treats to four children, while the other children were provided cupcakes and applesauce, because they had not been following directions during the day. Staff member 1 indicated that the four children were provided cookies and water. Then, minutes into the snack time, the four children were given applesauce to eat. Child 1's behavior was described as "hitting", "throwing blocks" and saying "I don't like you". Staff member 2 described Child 2's behavior as "running around" and that he was "not listening". Staff member 1 indicated she had given the four children three chances during the day and that they had been talked to about their behavior and were sent to the "thinking chair".

Plan of Correction: The administrative staff will make sure the teachers know they may not withhold food from children as a method of discipline. The administrator will assist staff member 1 with locating training to take for ideas about appropriate behavior management techniques.
