The licensing inspector and administration discussed age appropriate and constructive behavioral guidance. As listed in 22VAC40-185-400, behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.

The licensing inspector conducted an unannounced complaint inspection on September 25, 2019 in response to a complaint received by our department on August 29, 2019. The inspector was on site from 8:30 AM to 10:50 AM. The allegations of the complaint were regarding staff-to-child ratios, behavioral guidance, and daily activities. Classroom observations were made, interviews were conducted, and records were reviewed. The preponderance of the evidence gathered during the investigation supports one of the allegations and the complaint is determined valid. See the violation notice for more detail. Standard #: 22VAC40-185-350-E-3 Complaint related: Yes Description: Based on observation, the center did not maintain a ratio of one staff member for every eight children for two-year-old children. Evidence: The licensing inspector observed the following staff-to-child ratios in the two year old class during the inspection: 1. 1:9 at 8:30 AM 2. 1:11 at 8:40 AM 3. 2:17 at 9:25 AM. The ratio for the two-year-old classroom should have been 1:8. Plan of Correction: Administration states ratio was not maintained during the inspection due to staff being absent unexpectedly. Administration is in the process of hiring additional staff. Staffing schedules will be adjusted to ensure ratios are met.
Standard #: 22VAC40-185-570-A Complaint related: No Description: Based on observation, the center did not ensure that safety straps are fastened securely when a child is placed in an infant seat or high chair. Evidence: The licensing inspector observed four children seated at the feeding table in the infant classroom without safety straps fastened. Plan of Correction: Corrected on site.
