Comments:
A Subsidy Health and Safety Inspection was conducted Tuesday, October 15, 2019 to review supplemental health and safety requirements. The inspection was initiated at 10:15am and concluded at approximately 1:00pm. The center's director and owner were present and assisted the inspector throughout the inspection. The census for today's inspection consisted of seven children in the care of two staff members. The director and owner were available to the staff and children throughout the inspection. Upon the inspector?s arrival, the children were observed playing with toys. The children were later observed during transitions, taking bathroom breaks, washing hands, and eating lunch. The staff were observed having positive interactions with the children throughout the inspection. All areas of the center including classrooms, hallways, bathrooms, and outdoor play areas were inspected. The center is equipped with toys and supplies and items were available to the children. The required postings were observed and found to be in compliance. Five children's records and four staff records were reviewed. Per the director, the center does not administer medications at this time. The most recent evacuation drill was documented on 09/27/2019. The most recent shelter-in-place drill was documented on 3/22/2019 and one lockdown drill was documented on 9/18/2019.

A licensing inspection was also conducted this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. A violation was found during the supplemental subsidy health and safety inspection and is identified on the violation notice.

Standard #: 22VAC40-665-650-E
Description: Based on a review of documentation and interview on 10/15/2019, the vendor did not ensure to develop and implement a written policy and procedure that describes how the vendor will ensure that each group of children receives care by consistent staff or team of staff members.

Evidence: 1) There was no written policy and procedure regarding consistent staff in each group of children available for viewing during the inspection. 2) A member of management confirmed that a written policy and procedure regarding consistent staff in each group of children had not been developed in writing.

Plan of Correction: Per the Vendor: The owner and director will develop the written policy and send it to the licensing office by October 16, 2019.
