An unannounced monitoring inspection was conducted on 11/18/19 from 10:50 am until 3:25 pm at Culpeper Baptist Child Development Center, Inc. to review the licensing standards. At the time of the inspection 94 children were present with 23 staff present. The sample size consisted of nine children's records, nine staff's records, four diaper ointments and three children's medications and supporting documents. Children and staff were observed during indoor and outdoor free play, artistic and educational activities, story time, singing, preparing for lunch, hand washing, lunch, departure, transitions and behavioral guidance. Violations were found during this inspection and are documented on the violation notice.

Standard #: 63.2(17)-1720.1-B-2 Description: Based on record review and interview, the center failed to ensure new staff fingerprint-based criminal background check determination letters were obtained prior to hire.
Evidence:
1. The records for nine staff were reviewed. The hire date and orientation date for staff 2 was 10/2/19. The date of the determination letter was 10/23/19.
2. The director stated staff 2's fingerprints were done 9/30/19 and the director followed-up on several times by phone and by email 10/18/19 to find the status. Staff 2 was hired on 10/2/19 and completed orientation of 10/2/19.Plan of Correction: In the future no staff will be hired until the fingerprint-based criminal background check determination letter is received.
