Technical Assistance:
Technical assistance was offered regarding medications and background checks.

Comments:
An unannounced monitoring inspection was conducted from 9:50 am through 1:25 pm. There were 83 children in care of 24 staff members. The children were observed engaged in various activities including bubble wrap painting, diaper changing, playing outdoors, painting with clothespins and cotton balls. Children were observed washing hands after returning from the playground. Name to face counts were observed as children were lining up to come inside. 6 staff records, 5 children's records and medications were reviewed. Areas of non compliance are listed in the violation notice. Plan of corrections for the violation will be emailed to the licensing inspector. Violations:
Standard #: 63.2(17)-1720.1-B-3
Description: Based on records review, the center did not obtain out of state central registry findings for employees within 45 days.
Evidence:
1. Staff # 1 was hired on 11/18/19, and has resided in Maryland within the last 5 years.
2. Records indicated the Staff # 1's central registry form for Maryland was mailed on 11/18/19. The results were not obtained within 45 days of being mailed, a follow up was not conducted and were not available for review.
3. Staff # 2's hire date was 11/4/19. Staff # 2 has resided in New York and Maryland within the last 5 years.
4. Records indicated that Staff # 2's out of state registry for New York was not mailed until 1/6/20.
5. Records indicated the Staff # 2's central registry form for Maryland was mailed on 11/18/19. The results were not obtained within 45 days of being mailed, a follow up was not conducted and the results were not available for review.

Plan of Correction: In reviewing the center?s process for obtaining out of state background checks, documentation of the process was not completed by center staff. We do note that our Center has recently gone through a full administration change and onboarding procedures were being conducted by a visiting Director. At this time, the procedure includes using a excel spreadsheet to track the documentation of submitted documents and, at the time of these citations, follow up was not maintained as a running record, but deleted each time there was an update on the status. The spreadsheet to track contacts has been modified to track changes on the Excel spreadsheet to eliminate the error of information accidentally being deleted. The Regional Manager contacted both out of state central registries on January 16, 2020 to follow up on the Center?s requests for these respective clearances.
Additionally, the Director responsible for this lapse was counseled on January 21, 2020 for this error. The Center?s Regional Manager is regularly monitoring for compliance with this expectation and the Center?s new administration was trained on the process on January 23, 2020 to ensure that all staff are on boarded with required background checks and follow up until the final document is received.
